As of May 2019, the issues with unscrupulous drivers seem to be getting worse and worse, especially in Bangkok. Particularly if you look like a tourist, you may really struggle to find a taxi driver willing to use the meter, and will almost certainly be quoted ludicrous prices even for very short trips. This can be very frustrating, time-consuming and costly, but due to the ongoing and worsening issues with traffic in the capital, it is an issue which shows no signs of going away anytime soon. For this reason, it is strongly recommended that you avoid relying on taxis wherever possible, and make use of the BTS, MRT and extensive boat network, you will save time, money, and hassle. Getting ripped off several times a day is no way to enjoy yourself when in Thailand, but if everyone insisted on the meter these crooks would be out of a job.
Particularly in the evening, some very unscrupulous Thai people are quoting 800 baht and even more to go from lower Sukhumvit to Khao San, please do not entertain these fraudsters and look for a moving taxi with the wang (free) sign lit up, just be prepared to ask many before you find someone willing to go your way.
