Hohoe is in the Volta Region of Ghana between Lake Volta and the country of Togo.
You can take a trotro from Tema Station in Accra (11 Cedis, as of June 2013). It can take anywhere from 4 hours to 7 hours depending on traffic and road conditions.
Wli and the Wli Waterfalls are accessible by shared taxi or trotro (2 cedis per person), or a private taxi. It is about a 30-minute trip from the Hohoe Market. Note that it may be difficult to get a trotro late at night, and it is not advisable to walk around alone after dark.
There are restaurants and chop bars on the main street in Hohoe with local food.
If you are going to Wli, the Wli Falls Lodge on the way to the falls has reasonably-priced food (Ghanaian and Western).
There are many "spots" on the main road. Many advertise cheap beer (1.20 GHC).
There are some hotels in Hohoe and a few lodges in Wli.
