What happens

All edits by logged-in users are being automatically marked as patrolled. Besides, anyone with a username seems to be able to mark edits as patrolled.

When it happens

All the time: I've tried it myself in almost every language version where I have a registered username but no admin status.

What should happen

Only admins should be able to patrol edits.
