To Go out you can ask your hotel to get you a taxi. it's the cheapest and safest way. alternately you can take a taxi from the streets. but don't forget to bargain. normally a driver asks for a fairly larger amount than the standard price, expecting the customer to bargain. but on the contrary some drivers will give you the exact rate(No scope for bargain. so be wise and distinguish between these two behaviors). better check with your hotel, they can always give you the legitimate rates to any destinations.  for emergency while on the road you can wave to any vehicle to get a hitchhike(but remember two things. 1. never show a "Thumb Up"sign as its considered an obscene expression. 2. be prepared to pay the driver. because there is virtually no free rides exist in Iran. the driver is expecting you to pay him).
