Viazul has twice daily buses between Havana and Viñales that stop in Pinar del Rio. There is a slow overnight train from Havana on alternate days that arrives very early in the morning; the return train to Havana runs during the day.
Let's clarify "slow" in that last sentence. The train takes about eight hours to cover the distance the bus covers in about two hours, and the bus stops for a long break at Los Terrazas.
According to my Cuban girlfriend, who lives in Pinar del Río, there's nothing to do in Pinar del Río. She goes to Viñales for nightlife.
