Tech:User preferences have no effect

Since yesterday (approx.), user preferences have no effect and some of them are not even saved. For example, when I choose Japanese as user interface language and save it, nothing happens and the preference remains the default language (i.e. not saved). Skin and quickbar preferences seem to be saved but have no effect either.
