Tech:User css customizations

On Wikipedia, I have extensive CSS and JavaScript customizations set (e.g. personal "monobook.css"), along with a different skin. Along with other benefits, this makes it very obvious when I get accidentally logged out on Wikipedia.

I would like to customize my css file, but that feature appears to be disabled along with the alternative skins. Why?
