Tech:Increase filesize limit

Our hard limit for uploaded files is 8MB. Commons has a limit of 100MB. I say lets get with the times and increase it to at least 40MB (which should cover the most complex SVGs anyone would be working with here). My SVG map of D.C. has now gone over 8MB, so I can no longer upload updated versions. This means that no one else can edit the current version. It also means that we will not have an online backup in case my hard disc fails. --Peter ^Talk 13:19, 9 August 2009 (EDT)
