[edit] What should happen

A tag should be added. If the user has provided a valid e-mail address, the user is taken to the e-mail page. If the user has not provided a valid e-mail address, the user pressing the tag should be taken to a page saying We are sorry. You may not send an e-mail to {{USERNAME|this user}}. He or she has either not provided a valid e-mail address or has declined having e-mail sent to them through the Wikitravel e-mail system.

[edit] How to fix it

Add a tag at the top of the page, with the aforementioned functionality.
