Tech:Base URL gets set incorrectly for Konqueror

When loading some cached pages using Konqueror, the base URL setting is incorrect. As a result the stylesheet doesn't load, nor do the various javascripts. Worse, the links don't work.

For example in the version of this very page, cached before this writing, the base URL gets set to "", thus all of the URLs appear to be on the local filesystem like: "/en/article/Example". The cached version of en:User:Cjensen has the nearly the same problem, except that the base URL is set to "user:" causing Konqueror to complain about not understanding the protocol "user:", since it thinks this is the URL: "user:/en/article/Example"
