Tech:Add cite.php to make footnotes possible

I think it would be very handy to be able to use the cite.php feature in the MediaWiki software. This would make it easier to add footnotes to our guides and articles. More info here: [1]. Riggwelter 07:53, 2 January 2008 (EST)
