Tech:Add ImportFreeImages extension

Well, I think at least the "Attribution" (BSD-like) licensed-stuff should work. I've installed the Special:ImportFreeImages tool, and it seems to be working fine. If and when we get our licensing synchronized with Flickr's, I'll add in the ShareAlike license, too. --Evan 10:30, 23 February 2007 (EST)
