You'll have to take a Russian military van from http://wikitravel.org/en/M%C3%B6r%C3%B6n. The going rate is 40-50MNT per person. The voyage usually takes 12hrs.
The town is very small and easily walked.
Visit the Tsaatan people! In order to see the Tsaatan you'll need to rent a horse and guide and take an overnight voyage to one of their camps. NOTE: You must acquire a border permit in Mörön before journeying to the Tsaatan. A woman named Sarah at the tourist information center in Mörön can help you get a permit and arrange your tour to the Tsaatan. Ganbaa guest house in Tsagaannuur can also arrange tours. The going rate is around 15,000MNT/$14USD per horse/day and the same for a guide. The guides usually do not speak any English. The Tsaatan people are quite used to tourists and many of them will charge to take a picture.
There's a restaurant on the lake.
