Topsail Beach is a city in Pender County, North Carolina. Topsail Island is located halfway between Wilmington and Jacksonville, NC. (about 25 miles from either city). Topsail Island consists of three Island towns: Surf City, Topsail Beach Beach, & North Topsail Beach.
