"Call your near and dear ones first in case of an emergency rather than calling the police number." Huh? To say goodbye? Any ideas what this is meant to imply? --Inas 00:59, 17 November 2011 (EST)

Not sure what the original author meant, but the likeliness of familiar people close-by arriving earlier than the police (due to various reasons, e.g., corruption, bureaucracy) to help might be a reasonable explanation for that sentence. Or maybe because you might need witnesses to file a report? – Vidimian 05:43, 17 November 2011 (EST)
