[edit] Region/City

There needs to be a differentiation between Nelson the region (encompasing Nelson, Richmond, Motueka, Golden Bay, and ?Murchison) and Nelson the city. Or should there be a Nelson/Marlborough region (I don't think I favour this but throw it out there)?
