Word refuge in this contact is odd for my ear, strange connection... I mean refuge means somekind of escape (place) from war etc, "Shelter or protection from danger or distress" sais one dictionary. And as far I know this people (sámi) are not escaping nowdays atleast there are not any danger like war...
