Flannigans Irish Bar & The VIC Hotel on Wyndham St
The Carrington Hotel is probably the best option for accomodation as other places are less secure, harbour drug dealers and are way over priced. Facilities seem to be okay, there strong smell of chlorine in the water. It's better to buy your drinking water or food from outside the hotel.
There is an emergeny accomodation service for citizens of Australia or New Zealand, called "Rural Housing" located at 43 Wyndham St.
Shepparton is most commonly sold off as a small community with likeminded and kind individuals. This cannot be farther from the truth. Shepparton is a large city of about 90,000, youth unemployment, teenage pregnancy, and drug abuse, tax fraud (especially against aspiring backpackers) is staggeringly high nationally, and the highest in the township's state. If you live in Shepparton it is probably not safe to go outside after dark, especially if you're a woman. It is a common occurance to be offered drugs by either drug dealers or drug users as a social convention.
Avoid public housing areas, Aboriginal housing areas, etc.
