Public transportation in Pelabuhan ratu is not good. There's small car called "angkot" that serve during the daylight(Rp.2,000-Rp.3,000 depend on the distance of your travel). The "angkot" has 3 or 4 different routes (different car colour drive different route). Since the "angkot" car is so small, the best seat is up in the front side by side with the driver and pay for double seat. The angkot is long enough to carry your surfing board , but you have to pay for the space occupied by your surfing equipment. You can book 1 angkot and entire seat in it with only US$1 or US$2 for one trip (Rp.10,000-Rp.20,000). But still the best way for visitors to explore the area is by rental motorbike or car. Please ask your hotel for further information.

For those trying to travel south on public transportation, there is apparently no bus to Surade. Motorcycle drivers will insist there is no option other than themselves or a chartered minivan. However, there are frequent minibuses to Kiara Dua (one hour away or so), from which a bus on its way to Surade can be caught (2 hours, 20,000Rp). If you choose to get a chartered mini-van, do your best to find the guy and discuss with him yourself as motorcycle drivers who speak a bit of English will do everything to insert themselves into the transaction and will pocket half the money once you have paid, thereby increasing the cost to you.
